A. Description of the Application
Video editing software allows to to take rough footage from a video camera or still photos and allows you to manipulate the footage to fit your needs. A user can add effects, cut out portions of video or move them from one place to another to produce a completed video product.
B. Comparison of Online tools (Compare the features, costs, pros and cons of using different applications.)
imovie is video editing software which allows users to edit thier own moives. It is easy to use for beginners. I didn't spend a lot of time playing around with it but was fun to use. The cost is $79 dollars for ilife which includes imovie, iweb, idvd, iphoto, and garage band. http://www.apple.com/ilife/imovie/
imovie comes with mac computers.
Windows movie maker is a similar low end program that comes with windows machines.
Adobe Premiere Elements 7 is another simailar program to imovie but is much more sophiticated and allows for more high end editing. The educational cost is $69. http://www.adobe.com/education/products/premiere_elements.html
Avid video and Final Cut Pro are two more programs that would be consider for more professional uses.

C. Examples of the use of this application in the classroom (include links to examples)
I talked with a teacher that had students work in groups to create "local color" videos. They were studying the community and were to go out and interview people to find fun and interesting spots and facts about the local community. In addition to the technology aspect of the assignment, a project like this would help to develop communication skills with peers as well as others.
Another project would be to have your students produce a public service announcement. For example an anti-drug message or something about the environment and "Going Green" Time Warner has been holding a contest for years with their "hang tough" campaign. Students can come up with their slogan and video for this. Another project could involve making their own advertisment which directly relates to educational standard 2a and b. Interact, collaborate, and publish with peer, experts, or others employing a variety of digital environments and media. Communicate information and ideas effectively to mutiple audiences using a variety of media and formats.
As an option to traditional reports students could prepare digital reports using a slide show as their report.

http://coe.nevada.edu/ckeeler/Computers/Lessons/LP_DigitalVideoCameras.html Here is a detailed lesson plan which requires student to record and edit digital video and also publish it to the web.
NETS-T Standards:
1A. Teachers demonstrate introductory knowledge, skills, and understanding of concepts related to technology.
5D. Teachers use technology to communicate and collaborate with peers, parents, and the larger community in order to nurture student learning.
E. Suggestions for Assessment (Include rubrics or other suggestions for assessing student projects.)

here are two links with grading rubrics for digital video editing.
These types of products should be graded on the video production itself as well as the curriculum or content that is being covered.
F. Suggestions for Professional Uses (Include links to examples.)
G. Safety/Security Concerns (Include suggestions for proactively handling these concerns, links to examples of sample parent letters, etc…)
The concern here comes not with the technology but with the project. I think it is very important to make clear guidelines about what is acceptable and safe while filming and shooting these videos. Other concerns invlove copyright laws and making sure there are no problems with these. Another concern would be personal information getting outside of school. Permission slips should be signed as well as making it clear to students that no last names or other personal information be used in a production.
